WASHINGTON, D.C., June 15, 2026 – On May 5, 2026, the U.S. Department of Agriculture (USDA) filed a complaint against Ellison Brothers Inc. d/b/a Franklin County Livestock and David Chad Ellison of Carnesville, Ga. for alleged violations of the Packers and Stockyards (P&S) Act.
A USDA investigation revealed on June 28, 2024 and July 31, 2024, Ellison had custodial account shortages of $360,053 and $207,237, respectively, in violation of the P&S Act. The shortages occurred partly because Ellison failed to reimburse the account for uncollected receivables by the close of the seventh day following a livestock sale. In addition, between June 2024 and July 2024, Ellison failed to meet solvency requirements of the Act, in violation of the P&S Act.
The Secretary of Agriculture has authority to take action against violators, including issuing cease and desist orders, suspending registrations, and imposing other remedies authorized by the P&S Act.
