Washington, D.C., May18, 2026 – On Dec. 2, 2025, the U.S. Department of Agriculture (USDA) entered into a Consent Decision and Order with Farmers Regional Livestock Market of Glasgow LLC and Jonathan Anderson of Glasgow, Ky., settling an administrative complaint USDA filed on April 7, 2025, for alleged violations of the Packers and Stockyards (P&S) Act.
A USDA investigation revealed that Farmers Regional Livestock Market and Anderson had custodial account shortages of $1,641,915 on May 31, 2024, and $362,978, on June 30, 2024, due in part to custodial account misuse and failure to reimburse the account for uncollected receivables by the close of the seventh day following a livestock sale, as required by the P&S Act. Farmers Regional Livestock Market also failed to maintain records to fully disclose the handling of custodial funds.
Under the Consent Decision and Order, Farmers Regional Livestock Market and Anderson were ordered to cease and desist from failing to maintain their custodial account in accordance with the P&S Act and regulations. Farmers Regional Livestock Market and Anderson also agreed to pay an $11,000 civil penalty.
The Secretary of Agriculture has authority to take action against violators, including issuing cease and desist orders, suspending registrations, and imposing other remedies authorized by the P&S Act.
