WASHINGTON, D.C., June 15, 2026 – On April 22, 2026, the U.S. Department of Agriculture (USDA) filed a complaint against Neely Livestock LLC and Johnny Neely of Murfreesboro, Tenn. for alleged violations of the Packers and Stockyards (P&S) Act.
A USDA investigation found on Nov. 11, 2022, Neely Livestock and Johnny Neely failed to pay $25,892 for livestock purchases, in violation of the P&S Act. The P&S Act requires regulated entities to issue full payment for livestock by the close of the first business day following the purchase and transfer of possession. The livestock sellers were notified of their right to file dealer bond claims for the outstanding amounts owed to them for their livestock. As of the date of the complaint, $11,981 remained unpaid.
In addition, between September 2022 and November 2022, Neely failed to pay timely for six purchases totaling 582 head of livestock, in the total amount of $85,078. Payments were issued between 43 and 876 days late, in violation of the P&S Act.
The Secretary of Agriculture has authority to take action against violators, including issuing cease and desist orders, suspending registrations, and imposing other remedies authorized by the P&S Act.
